The federal commissioner has
released a memo notifying the commencement of the recruitment of ad. hoc staff
that will take part in the 2023 Population and Housing Census. The letter stated
the directives of the recruitment, date, and positions available for the
interested applicants
The commissioner stated the
following in his statement;
The portal
will be used to recruit personnel within and outside the Commission for the various roles required
for the Census activities. ln view of the foregoing, I’m directed to inform
you that all interested categories of applicants (internal and external), without
exceptions, must register on the e-Recruitment Portal to be eligible for engagement
and deployment as o field functionary in the 2023 PHC.
The
categories of field staff needed will include:
. Facilitators
Training Centre Administrators
. Monitoring & Evaluation Officers
. Data Quality Managers
. Data Quality Assistants
. Supervisors
Enumerators
4. The number of functionaries to
be recruited in each category will depend on the number of violable vacancies in
each state, which will be derived largely from the total number of Enumeration Areas
(EAs) in the States.
5. To ensure an efficient recruitment
selection process, the Honorable Federal Commissioners (HFCs) will, in addition
to the existing team at the State Level, constitute o
The local Government Area Recruitment
Team (LRRT) will comprise of persons as follows;
o) The Comptrollers – Chairperson
b) One NPG staff that has NPC file
and IPFIS numbers- (as Desk Officer/Secretariat)
c) Local Government Official
6. The State Recruitment Review Team
(SRRT), who are already profiled, are to train the Local Government Area Recruitment
Team (LRRT) in conjunction with one Officer from the headquarters.
7. The LRRT will work to ensure that
prospective applicants in all hard-to-reach areas, difficult terrains, and areas
with no network coverage have the opportunity to apply to serve as Census
functionaries and are appropriately onboarded on the recruitment portal.
8. The Headquarters Recruitment Team
(HRT) in conjunction with SRRT ore to train LRRT and Monitor the recruitment exercise
in the LGAs.

the Commission’s dedicated website:

It is crucial that advocacy/sensitization by the
Public Affairs Department (PAD) in
Collaboration with the HFCs commences in State and Local Government Areas Immediately for public awareness and sensitization
on the recruitment process. Publicity
Materials and guidance should be provided
by PAD in conjunction with Census management.
The Commission has approved the sum of
Five Million Naira (N 5,000,000)only, for advocacy and sensitization for each state
to ensure that all forms of media are utilized for maximum coverage of all LGAs
with the recruitment & Census information. Particularly, the funds are to
facilitate the spread of the Census sensitization effort to all hard-to-reach areas
as well as special population groups on the recruitment and Census process to provide them
the opportunity to participate in the exercise.
To
be eligible for consideration and engagement as a functionary in the Census, all
conditions must have the following:

Facilitators
The
Facilitator would be persons that have had survey experience and computer
proficient

Have a minimum of HND/First Degree

Be between the age ranges of 35-60 years

Survey field experience would be an added advantage

Field
Coordinators
A Field
coordinator coordinates the activities of 5 supervisors and about 50
enumerators, to qualify as a Field Coordinator he or she must:

Job
Description: Field
Coordinators are deployed to cover about 5 SAs during Census. The duties and
responsibilities of a Field Coordinator are:
1.
Be responsible for approximately five supervisors and between 30 and 50
enumerators.
2.
Assists in the protocols and community entries into the institutions and
communities
3.
Addresses maps and boundary challenges within their assigned areas
4.
Ensures that the supervisors are always on the field
5.
Receives feedback and gives feedback to supervisors and enumerators
6.
Clears the Field Supervisors after completion of their task.
7.
Recommend replacements and reassignment of EA IDs were necessary during the census
exercise.
8.
Coordinate logistics of human resources and materials within the assigned area.
9. Report
to the Comptroller the replacement of enumerators and supervisors who are
unable to perform their duties satisfactorily; or who should be replaced for
any other reason.
Data
Quality Managers (DQM)
1.

Job Description: These are officers assigned with the task of
ensuring that the census data collection process is smooth and the census data
is correct, complete, and consistent with the principles of the census. He
monitors the inflow of data so that any EA that is not streamed will be noted
and corrected immediately. His other roles include:
1.
Collaborating with Census trainers and Comptrollers for successful
functionaries profiling and EA assignment
2.
Distribution of EA assignment areas to enumerators through the Census Message
Portal
3.
Sending of EA assignments to enumerators and supervisors
4.
Validation of Enumeration Area data after listing.
5.
Checking for data completeness and consistency during enumeration.
6.
Provide Information to field coordinators (Data quality Assistants) for ground
truthing activities.
7.
Responsible to the State Census Coordinators
8.
Liaises with the Comptroller for logistics management of PDAs
9.
Provide technical backstop on the functionality of the PDA to the enumerator;
10.
To liaise with the field supervisors in ensuring that the rules and procedures
of electronic data gathering are followed.
11. All
issues about the operations and functionality of the PDAs are reported to the
DQMs.

Assurance Assistants/Rovers
1.

Job Description: The Quality Assurance Assistants or Rovers are to
assist the field coordinators by moving from one EA to the other to ensure
fieldwork is carried out smoothly. He is mobile and covers five SAs. His other
responsibilities- include;

Reporting all the technical problems to the field coordinator.
2.
For all flagged within his assigned boundary, he does ground truthing.
3.
He ensures that real-time correction is affected.
4. Helps the enumerators when they are having issues with the PDA (i.e.
give ICT support).
Field
Supervisor
A Field
Supervisor is the team lead of between three and six pairs of Enumerators. To
be a Field Supervisor he or she must:

Job
Description: A
Field Supervisor is the team lead of between three and six pairs of
Enumerators. S/he works closely with the Field Coordinator. The Supervisor:
1.
Handles all difficulties the enumerators might report to him/her, including
non-contacts and refusals
2.
Checks that enumerators have visited all dwellings in the Enumeration Areas
(EAs) assigned to their team.
3.
Establishes good working relationships with the military, civil, village head, and
other authorities to ensure that work goes smoothly
4. Carries
out monitoring visits in each EA and makes a daily report to the Field
Coordinator on the progress of the census work.
5.
Ensure as much as possible the security of enumerators working under him/her.
6. Clears
the enumerators after completion of their task.
Enumerators
Enumerators
are key to the census process and as such are the front-line soldiers in the
entire census army. An enumerator must:
1.
Be a Nigerian

ICT Proficiency
3.
Speak the language of the local community
4.
Can read and write English
5.
Basic Literacy in Mathematics
6.
Have a minimum of SSCE

Description: Enumerators
are the most important census functionaries. The duties and responsibilities of an
enumerator are:
1.
To interact with the public and obtain census data;
2.
To interview all households and individuals in the EAs assigned, using the
appropriate forms/questionnaire in the Electronic Data Collection Device and
complete the record of work;
3.
Responsible to, and report back to his/her Field Supervisor daily;
4.
Receive instructions and feedback if any, from the Data Quality Manager through
Data Quality Assistant in the LGA,
5. Refers
to the DQM and DQA for support on PDA issues for troubleshooting if the issue
cannot be handled by the supervisor or field coordinator
Monitoring & Evaluation Officers
Monitoring
and Evaluation (M&E) is an essential component of census activities.
Training, deployment of field materials and equipment, field operations during
building numbering & household listing, and persons’ enumeration will be
monitored.
Monitoring
and Evaluation (M&E) Officers will play an important role in ensuring that
set targets are met at every level of the Census process. He/She will monitor
and evaluate the implementation of all planned activities.
Eligibility
Criteria/Requirements
1.
Must have at least a BSc/HND
2.
Must have at least five years’ experience in surveys and census activities with
at least two years of experience in the most recent surveys (NURHI, NDHS, VASA,
NEDS, NMIS, etc.)
3.
Must have at least three years of experience in data collection
4.
Good presentation skills
5.
Proficiency in Microsoft Office (Word, Excel, PowerPoint)
6.
Basic understanding and use of data collection applications (CSEntry, Census
PAD, EAD PAD, Survey Solution, ODK, etc.)

Basic understanding and use of statistical analysis applications (Stata, SPSS, etc.)
8.
Demonstrated ability to train and build the capacity of others
